Govt Employees Revision of Basic Pay Scales Detail – And Allowances of 2022 Official Notification

Govt Employees Revision of Basic Pay Scales Detail An official announcement on the revision of essential pay scales and allowances for government employees was distributed by the Regulation Wing of the Finance Division of the Government of Pakistan.

Govt Employees Revision of Basic Pay Scales Detail

In this notification, it is stated that the President has been pleased to sanction the revision of Basic Pay Scales and Allowances with effect from July 1, 2022, for the civil employees of the Federal Government, paid out of civil estimates and from the Defence estimates as detailed in the following paragraphs. This revision will apply to employees paid out of the civil forecast and from the calculations for the Department of Defense.

As stated in the Annexure to this Office Memorandum, the Basic Pay Scales-2022 will take the place of the Basic Pay Scales-2017 beginning on July 1, 2022.

An employee who is still working for the company on June 30, 2022, will have their basic pay set according to the Basic Pay Scales-2022 on a point-to-point basis, which means that their pay will be set at the stage in the scale that corresponds to the position they currently hold above the minimum of the Basic Pay Scales-2017.

Suppose an employee is drawing Personal Pay as part of their basic pay beyond the maximum of that employee’s pay scale as of June 30, 2022. In that case, the employee must continue drawing such salary following the Basic Pay Scales-2022 at the amended rates.

When an employee is promoted from a lower to a higher post or scale before the implementation of these scales, the pay of the employee’s position in the revised pay scale may be fixed and increased to the point where it is not less than the payments that would have been admissible to him if his promotion to the higher post or scale had taken place after the implementation of these scales.

This ensures that the pay of the employee’s position in the revised pay scale is not less than the payments that would have been admissible. On December 1 of each year, eligibility for the annual increment will be determined, as before, according to the conditions that are currently in place.

When the BPS-2022 is implemented, the following ad hoc relief allowances were given with effect from 01-07-2016, 01-07-2017, 01-07-2018, 01-07-2019, and 01-07-2021 will no longer be available beginning 01-07-2022. This will take place immediately.

The Ad-hoc Relief Allowance for the Year 2022

An Ad-hoc Relief Allowance 2022 in the amount of 15 percent of the primary running pay of BPS-2017 shall be allowed to the civil employees of the Federal Government as well as civilians paid out of Defence Estimates, including contingent paid staff and contract employees employed against civil posts in Basic Pay Scales on standard terms and conditions of contract appointment with effect from July 1, 2022, and shall stand frozen at the same level until further orders are issued. This allowance will remain at the same level until different orders are issued.

From July 1, 2022, until further directives are issued, the ad hoc relief allowance for all new entrants will be set at 15 percent of the minimum of the appropriate basic pay for BPS-2017 on a national basis. This amount will be frozen at the same level.

There will be tax repercussions associated with the Ad-hoc Relief Allowance. The Ad-hoc Relief Allowance will be eligible for payment during leave and the entirety of the L.P.R. term, except for extraordinary holidays.

It has been decided that the Ad-hoc Relief Allowance would not be counted as part of an employee’s emoluments to determine pension and gratuity payments, nor will it be used for recovering house rent. The personnel would not be eligible for the Ad-hoc Relief Allowance while serving their postings or deputations outside the country.

When an employee returns home from a posting or deputation overseas, they will be eligible for the Ad-hoc Relief Allowance at the rate and in the amount they would have been suitable for had they not been posted abroad. This rate and amount will be the same as they would have been having they had not been published abroad.

When the suspension is in effect, the Ad-hoc Relief Allowance can still be claimed.

The amount of Personal Pay that an employee receives as a result of annual increments above and beyond the maximum of the existing pay scales will be included in what is referred to as “Basic Pay.”

All the Special Pays, Special Allowances, or the Allowances admissible as a percentage of pay (excluding those capped by fixing maximum limit) will be frozen at the level at which they were accepted as of the 30th day of this month.

This includes the House Rent Allowance and the Allowance/Special Allowance equal to one month’s basic pay, which is granted to Federal Government employees regardless of their posting in Ministry/Division/Department/Office etc.
